REGENTS TO SET INCIDENTAL FEES FOR 2002-2003 ACADEMIC YEAR
New student Regent to be sworn into office

CAPE GIRARDEAU, Mo., April 17, 2002 - The Southeast Missouri State University Board of Regents will consider incidental fees for the 2002-2003 academic year and will witness the swearing-in of a new student Regent when the Board meets April 18-20.

The Regents are poised to begin three days of sessions - including meetings and a retreat -- which will begin at 10:30 a.m. April 18 with a meeting of the Board at The Westin St. Louis Hotel at Cupples Station at 811 Spruce Street in St. Louis. The Board will meet in the Concourse Room, Salon A and B. The Board periodically meets at off-campus locations to make itself accessible to constituents in the region.

During the April 18 meeting, Laura Hockensmith, a Southeast sophomore from Manchester, Mo., is expected to be sworn into office as the student representative to the Board of Regents. The Honorable Carol Kennedy Bader, associate circuit judge of the 23rd Judicial Circuit of Missouri, will administer the oath of office. Hockensmith replaces Doug McDermott of Desloge, Mo., whose term on the Board has expired.

During its St. Louis meeting, the Board also will consider a resolution that would authorize the sale of System Facilities Revenue Bonds, Series 2002, the proceeds of which would be used to finance new parking structures on the campus. Also on the agenda will be a resolution that would authorize the issuance of Installment Payment Contract Certificates, Series 2002, the proceeds of which would be used to finance the first phase of a guaranteed energy savings contract approved earlier by the Board.

At 11:30 a.m. Thursday, the Regents will attend the Southeast Salutes St. Louis Alumni Luncheon, also at The Westin St. Louis Hotel at Cupples Station. In addition, the Regents will meet in open session during a Board Retreat from 2 to 6 p.m. Thursday and 8 a.m. to 4 p.m. Friday, also at The Westin St. Louis. The retreat also will be held in the Concourse Room, Salon A and B. As a part of the retreat on Friday, the Regents will visit the Lift for Life charter school in St. Louis. No formal action will be taken during the retreat.

On Saturday, the Board will meet at 10 a.m. in the University Center Ballroom on the Southeast campus. At that time, the Board is expected to set incidental, general and Student Association of Missouri fees for the 2002-2003 academic year.

In other action, the Board will consider a spending increase for further testing and evaluation in relation to the Magill Hall radiation contamination project and an increase in fines for parking violations on the campus.

The Regents will consider approving a Bachelor of Fine Arts in Performing Arts degree, a construction management and design option under the Bachelor of Science in Industrial Technology degree, an Educational Specialist degree in counseling education in the Department of Educational Administration and Counseling, and two additional options in international business and environmental management under the Master of Business Administration degree program. The Board also will consider resolutions of honor for retiring faculty and staff members.

The Regents will hear the President’s Report, which will include a residence hall update and information on an article titled “Hope for the Best, Plan for the Worst,” which spotlighted Southeast’s ongoing emergency prepared planning efforts and appeared in the April issue of College Services.

A motion to go into a closed session will be the final item of business on the agenda. When the Board reconvenes in open session, the only item of business will be consideration of a motion to adjourn.
